Interface: you're absolutely right. It's a novel approach for running 4K web content. Payload is in the same file.

Interface: It does start a webserver on localhost port 9999 (you can only connect to it from the machine it is running on). It also starts the browser to load the payload from that webserver. Once the payload is delivered one time, the webserver terminates.
